“The purpose of this article is to establish a traffic facility construction and fee requirement, an urban design facilities construction and fee requirement, a public facilities construction and fee requirement, a park and recreational facilities construction and fee requirement, and a Northeast Area facility construction and fee requirement that impose upon future development projects an equitable share of the cost of mitigating future public facilities demands created by such projects.
