“The purpose of collecting fees on residential and commercial/industrial development is to acquire funds to construct or reconstruct school facilities in accordance with Education Code Section 17620 for the students generated by new residential and commercial/industrial developments.”

“Revenue from fees collected on residential and commercial/industrial development may be used to pay for any of the following: (1) Land (purchased or leased) for school facilities to accommodate students generated by new development, (2) Design of school facilities to accommodate school capacity, (3) Construction or reconstruction of school facilities, (4) Testing and inspection of school sites and school buildings in preparation for construction and reconstruction of school facilities, (5) Legal and administrative costs associated with providing facilities to students generated by new development, (6) Administration of the collection of developer fees (including the costs of justifying the fees), and (7) Miscellaneous construction and reconstruction purposes resulting from student enrollment growth caused by new residential development.”

“The Board determines that the school fees are not subject to Government Code section 66007 and that a certificate of compliance is required prior to the issuance of any building permit under the authority of this Resolution.”

“Fees are paid by appointment at the Galt Joint Union High School District Office, located at 150 Camellia Way, Galt, CA 95632. Our office hours are Monday through Friday, from 8:00 AM to 4:00 PM. ... We accept cash with exact change, cashier's check, or money order. Cashier's check or money order can be made payable to Galt Joint Union High School District, or GJUHSD for short.”

“Who can be exempt? Builders are exempt for any of the following reasons: The square footage of the new building is 500 or less, or the addition made will be 500 or less. Changes are made to increase access for a severely and permanently disabled person. Reconstructions are being made due to damage caused by a disaster (earthquake, fire, etc.) and the square footage is equivalent to the original structure. Building is only meant for religious purposes. Building is only meant for a private full-time day school. Building is a federally/state/government-owned and occupied by them. Building is state-owned housing for migrant farm workers”

“What if I change my mind? You are allowed a refund. Proof must be provided. We need written verification from your city's building department confirming that you cancelled or changed your building plans. What if the square footage is different from what I paid for? ... If the square footage was more than had originally been planned, then you only need to pay for the difference. If it is less, then you will be provided a refund.”

“Commencement Date. That pursuant to Education Code section 17621(a), the school fees designed pursuant to this Resolution shall take effect at least 60 days following its adoption by the Board.”
