“Pursuant to Education Code section 17621(c), this Board determines that the fee levied on residential development is not subject to the restrictions set forth in subdivision (a) of Government Code section 66007 and, pursuant to Education Code section 17620(b), shall be collected at the time of issuance of the building or similar permit required for a particular development project.”
