When it is paid

“16.150.070 Payment of Development Impact Fees. A. The Development Impact Fees imposed pursuant to this chapter shall be paid by the property owner to the Agency, at the rates for the single-family, multifamily, age restricted, commercial, or office, as shown in the Nexus Study for Zone 1 and Zone 6. The fees shall be calculated either at Building Permit issuance or prior to the issuance of a Certificate of Occupancy, as applicable, consistent with the requirements adopted by Board resolution. The fees shall be paid prior to issuance of the Building Permit or Certificate of Occupancy, as applicable. The Board shall establish by resolution the following: 1. The types and categories of development projects for which Development Impact Fees may be collected at Building Permit issuance and Certificate of Occupancy issuance, respectively; and 2. Any additional requirements, processes, or procedures applicable to residential projects for which Development Impact Fees are collected at Certificate of Occupancy issuance to guarantee the timely payment of such fees or charges.”

“FIRE FEE EXEMPTIONS — The following shall be exempted from payment of the Fire Fee: Public Agencies — All federal and state agencies, public school districts, libraries, and the City of Elk Grove, City of Galt, and County of Sacramento will be exempt from the Fire Fee. Other non-City or non-County public agencies will be subject to payment of the Fire Fee; however, the CCSD may choose to waive some or all of the Fire Fee in certain cases.”

“FEE CREDITS AND REIMBURSEMENTS — Fee credits and reimbursements will be available as part of the Fire Fee Program. The CCSD will determine which facilities will be eligible for developer financing or construction. Developers who fund construction of fire facilities included in this Nexus Study will be eligible for fee credits/reimbursements against the Fire Fee. … Once all criteria are met, fee credits may be taken against fees when payable at building permit issuance. Developers will be eligible for fee credits/reimbursements up to 100 percent of the Fire Fee, excluding the administration fee portion.
