SacSewer sewage treatment and resource recovery impact fee

“The purpose of this Section is to prescribe fees for connecting to, discharging to, or expanding the use of any sewer facilities owned, maintained, or operated by SacSewer, and for annexation to SacSewer.”

“Except as otherwise provided, all Users discharging directly or indirectly into the SacSewer's sewer system shall pay an appropriate amount for their share of the capital investment in the SacSewer's system. These amounts shall be included in the Sewer Impact Fee, the Incremental Sewer Impact Fee, or such other fees as are required.”

“SacSewer provides service to residential, commercial, and industrial customers throughout unincorporated Sacramento County; the cities of Citrus Heights, Elk Grove, Folsom, Rancho Cordova, Sacramento, and West Sacramento; and the communities of Courtland, Locke, and Walnut Grove. The services provided vary based on the location within SacSewer's service area.”

“Sewer Impact Fees for Residential Users, Commercial Users, and Non-Defined Commercial Users not issued a Wastewater Discharge Permit are due and payable prior to the issuance of a building permit.”

“Sewer Impact Fees may be billed by SacSewer, Contributing Agencies, or the County of Sacramento.”

“Certain parcels of land have paid the full SacSewer Annexation Fee in effect between August 12, 1983, and February 28, 1986. These parcels shall be exempted, or partially exempted from the portions of the Sewer Impact Fee imposed in lieu of taxes, as follows:”

“Any property for which a Sewer Impact Fee was paid according to the Expansion Communities fee and later determined to be located within an Infill Communities area at the time of payment will be entitled to a partial reimbursement of the Sewer Impact Fee paid on the property. SacSewer will reimburse the difference between the Expansion Communities Sewer Impact Fee and the Infill Communities Sewer Impact Fee in effect at the time of payment.”
