TUMF administrative charge

Levied by Western Riverside Council of Governments (WRCOG), under each participating jurisdiction's TUMF Ordinance on new development in Riverside County (unincorporated). Authorized under the Mitigation Fee Act - Gov. Code Sec. 66000 et seq., adopted by each member agency; the JPA itself under Gov. Code Sec. 6500 et seq. Collected at certificate of occupancy.

Not priced for this house. This charge is real, adopted and collected, and it is left out of Riverside County (unincorporated)'s figure for one reason: it is levied as a percentage of another fee, and a typical home does not fix that quantity. That is not the same as a zero. The fee is owed; what is missing is the number to multiply by, and inventing one would price this house with more confidence and less truth. Who collects it

“To create more efficiencies in the TUMF Program, WRCOG has implemented a revision in the TUMF process to give member agencies the option to shift responsibility of calculation and collection of TUMF from the member agency to WRCOG. This revision was approved by the Executive Committee in October 2018. As of July 1, 2025, all member agencies have notified WRCOG that they will be delegating responsibility for fee calculations and collections to WRCOG.”
