“Article II in chapter 18.24 of the Sacramento City Code established the North Natomas Public Facilities Fee (Fee) as an integral part of the Finance Plan, authorized the City to issue credits against the Fee (Fee Credits) to developers that construct or advance fund the construction of the backbone infrastructure or public facilities (Projects) needed to serve the NNCP Area, and imposed the Fee on developers.”

What it pays for

“North Natomas Public Facilities Fee: This fee is used to pay for the following facilities that serve new development in the North Natomas community: i. Roadway and Freeway Facilities: Expansion of existing roadway and freeway facilities as described in the Circulation Element of the North Natomas Community Plan and supporting reports prepared by Kittelson & Associates. ii. Freeway and Roadway Landscaping: Landscaping improvements for freeway corridors and linear roadways. iii. Fire Station: Design, construct, and equip two fire stations in North Natomas. iv. Library: Design, construct, and provide materials for one library in North Natomas. v. Police Substation and Equipment: Design, construct, and equip the North Natomas share of one 24,000 square foot police station. vi. Community Center: Fund a portion of the cost of a community center (one of up to four community centers expected at buildout) in the town center, designed for both residential and business use. vii. Bikeways and Shuttles: Construct 128,400 linear feet (approximately 24 miles) of bikeway and purchase shuttle buses.”

Credits and offsets

“Article II in chapter 18.24 of the Sacramento City Code established the Fee that is an integral part of the Finance Plan; it also authorizes the City to issue credits against Fee ("Fee Credits") to developers that construct or advance fund the construction of the backbone infrastructure or public facilities (the "Projects") needed to serve the North Natomas Community Plan area. Fee Credits may be used to offset Fee owed. Alternatively, the City, in its discretion, may redeem the Fee Credits for cash using revenues generated by the Fee.”
